In twenty-first Century, economic globalizatio n and cultura l diversification hasbecome an irresistible trend of history. Under impetus of globalization and diversity,film and televis ion export trade has reached an alarming degree. The United States isin a dominant position; Brita in, France, Japan and Korea have their own co mpetitiveadvantage, while the export trade of film and televis ion in other countries is in theexploratory stage of deve lopment. The export trade in China is still in stage of growth,the internationa l competitiveness is weak, and the power in the internationa l marketcompetitio n is also at a disadvantage. Therefore, Chinese film and tele visio n industrybelongs to the infant industry that need government to protect, the government canintroduce strategic trade policy to support the products export.Since2000, the Ministryof Culture have issued41documents related products export polic ies, inc lud ingrelaxing market access, issuing financ ia l subsidies, conducting tax refund, provid ingfinancial support, strengthening personnel training, widening marketing channels.But analyzing the effect of export policy bases on film and tele visio n export scale,export total, export market from2008to2012,the research finds, although Chinesegovernment has introduced a series of polic ies to support tele vision pr oducts export, infact, Chinese products do not enter into the internationa l ma instream commercia l filmcompetitio n market, the film and televis ion products export scale and total also doesnot increase with the increase of the domestic film and te levis ion products scale andtotal, it presents the downward trend. It means that, in order to achieve the effect, ourcurrent film and television product export policies need to improve gradually.By drawing from the film and televis ion export policies of countries such asAmerica, France, our government should make efforts to improving the effect of exportpolic ies from setting up specialized agency and industry associatio n to ma nage filmand tele vis ion export; researching film and televis ion internationa l trade r ules andmaking film and televis ion export regulations; defining the finance and taxationsupport polic ies and fulfilling financ ia l support polic ies of film and televis ion productexport policies; Cultivating international film tale nt and internationa l film andtelevis ion trade agent; to strengthe ning the foreign introduction of film and televis ionand constructing film and television international marketing network.
