In ancient Chinese history, the refugee is a common society problem faced by everydynasty. During the rule of the Northern Song Dynasty there were also some serious refugeeproblems that exerted an important influence on the economic and political development. Theresearch of Northern Song Dynasty refugees can make a favor to understand the outline of theNorthern Song Dynasty society changes. This paper will provide a more comprehensivedescription of the Northern Song Dynasty on basis of previous scholars’ research.The refugee problem in Northern Song Dynasty was mainly caused by natural and socialreasons. The government took many active measures including preventive measures,resettlement measures and remedial measures, which relieved the loss caused by refugees to acertain extent. There was innovation in these rescue efforts, where disadvantages existedmeanwhile. In order to make these refugee countermeasures work more efficiently andsmoothly, the Northern Song Dynasty government formulated the corresponding rewards andpunishment mechanisms for officials to rescue refugees, which provided a legal protectionand improved the efficiency of the rescue work. Refugee rescue measures are focused on bythis article in detail. In addition to official rescues, civil social groups also made contributionswhich were not allowed to ignore. These social groups including talented people, rich people,temples and women, actively participated in refugee rescue and made great contributions.Hebei was a refugee prone district. This paper selects Hebei as a research perspective for caseanalysis. Disaster, living conditions, refugees flow, and the court resolutions for the refugeeproblem are discussed in these parts, which is the innovation of this paper.
