This article attempts to from the perspective of economic history, social historycombined with archaeology, water conservancy and other related disciplines andAngle of view, the method of empirical analysis, comparative study method, the graphmethod, measurement and so on research methods of the warring states qin and handynasties from different angles to analyze system of water conservancy and social andobjective investigation. This article mainly discuss the content include: the first partdiscuss the warring states qin and han dynasties by building water conservancyofficial laws, water conservancy and water policy; The second part from the effects ofirrigation and water conservancy on agriculture, the study of the warring states qinand han dynasties building water conservancy projects and arable land, agriculturalstructure, the relationship between crop yield; The third part to investigate therelationship between the urban water supply and drainage facilities and city residentslife, relationship between lake water scene and the spiritual life of people, urban watermanagement measures, and the characteristics of the urban water conservancydevelopment and so on. Throughout the full text, all water problems will be placed inthe warring states period to qin and han dynasties period of the social background ofinvestigation, to try to show the level of social development and the livelihood of thepeople at that time.
