With the improvement of China’s international status, urban development in China has attracted the world’s attention. As Daqing is the petroleum capital of China, its planning for future development attracts world people’s eyes, at the same time, it sets an example for other cities’development. A decision that Daqing be turned into a modern and international city was made in the Eighth Daqing Municipal Committee of the CPC. The Third Plenary Session of the Eighth Daqing Municipal Committee of the CPC is of great importance. It was held in a crucial period and it has set up the goal of a moderately prosperous society in all respects. At present, Daqing is experiencing rapid social and economic development. We should study and put to practice what is in these documents, which play a directional role in inspiring and mobilizing all citizens of all ethnic groups to build a moderately prosperous society and which play a positive role in seeking advice and suggestions from foreign friends for Daqing’s development.This translation project report is based on translation practice, namely, Adhering to Scientific Development, Exercising the Governance for the People and Being Realistic and Pragmatic, Striving to Complete the Building of Moderately Prosperous Society in all Respects Ahead of Schedule by Han Xuejian. Han’s report is about the achievements that Daqing government has made in2012and about major work tasks in2013. The translation project report is divided into four chapters. The first chapter is an introduction of the translation project, including its background, translation theory, objective and significance. The second chapter is the introduction of source text, including its background and main content. Also, a language analysis is made about the original in this chapter. The third chapter deals with the difficulties the translator has encounters, such as words and phrases with Chinese characteristics, and what translation strategies that she has applied in tackling these difficulties. In light of the functional equivalence theory, the translator solves translation difficulties with literal translation, free translation, amplification, omission. The fourth chapter is to summarize the experiences, lessons and unsolved problems in translation practice.The translator completed the translation project on her own and gained experience from it. First, she has acquired a general knowledge of Daqing’s current situation, development orientation and development strategy. Second, this translation has tested and tempered her professional quality. Third, she has reached a deeper understanding of the characteristics and translation strategy of political documents. Because of the cultural differences between the east and the west, unfortunately, Chinglish has found its way into some expressions. Although we can find established English versions of political terminology by searching information books, the abbreviations with local characteristics, juxtapositions and long sentences are difficult to cope with, and we have to regret the loss of the linguistic beauty. Therefore, to be a qualified translator, she must aspire to have a good command of Chinese and English language.
