| With the globalization of economy and the deepening of culturalexchanges between nations, great developments have been seen in culturalindustries and international cultural trades. As an important part ofinternational trade, international culture trade not only brings huge economicbenefits, but also enhances a nation’s cultural influence through theexpansion of cultural products and international market share. Since joiningthe WTO, China’s international culture trade has enjoy a rapid development,whose market growing with the world. However, cultural trade’sdevelopment varies with different products; hence the overall China’scultural industry is facing enormous challenges by the ferocious competitivethrough outside world. Therefore, new requirements are called for thegovernment to actively create a good institutional environment and todevelop more scientific, effective, standardized cultural industries and tradepolicies, in order to upgrade our cultural industry and promote China’sinternational culture trade to a bigger scale and higher level.As China’s largest industrial and commercial port city and located inChina’s most economically developed Yangtze River Delta region, Shanghaihas always been a the big stage of cultural exchange between east and west.Before the establishment of new China, Shanghai is the birthplace of China’s publishing, media, film, theater, literature and other culturalindustries and was known as China’s "cultural center". It also had greatpotential in the development of international cultural trade. Since reform andopening, Shanghai is now standing at a new historical starting point.Especially with the national call for the development and prosperity ofsocialist cultural industry, the Shanghai municipal government not onlyspeeds up the achievement of “four firstâ€, accelerate the establishment of"four centers", but also attaches great importance to the development ofcultural industries. Shanghai proposes the strategic objectives for theconstruction of "international cultural metropolis". Therefore, we arerequired to expand the international market share of Shanghai’s culturalproducts and services, and to develop the cultural industry into an importantgrowth engine for the city’s new round of development.This paper introduce the related theories of international trade, culturalindustries and government intervention and some core concepts and specificclassification of international cultural trade. Browsing the relevantinternational organizations, government agencies and industry analysisreport, the paper elaborated on the current status and development trends ofinternational cultural trade, China’s culture trade and Shanghai’s culturaltrade. In order to highlight the content of public policy research, the papernot only lists the current policies and regulations related to internationalcultural trade in both national and regional level, but also retrospects thepolicy evolution from the establishment of new China. The paper conducteda preliminary analysis on the implementation of relevant policies throughtraditional economics, international trade theories, models and qualitativemeasures from economic, political and cultural aspects, pointing out the outstanding issues in policy-making process. After studying the relevantpolicies and measures for the development of domestic cultural industry andinternational cultural market from the United States, Europe, Japan, Koreaand other countries, the paper finally elaborate the strategic objectives,guiding principles, strategic steps to and propose specific implementationmeasures for the promotion of Shanghai’s international cultural trade underthe new situation. |
