At the end of 1990 s, affected by the economic downturn and serious financial crises,the worsening problems of local depopulation and aging population, and the strengthening regional ties, the Japanese government started to carry out Heisei merger of municipalities in 1999. Heisei merger lasted from 1999 to 2006, the special laws of merger have provided many special measures, ensuring the smoothing advancement of local advancement.During the process of merger, Koizumi Cabinet’s local financial policies of three-in-one impacted the merger greatly, and the case of Nishio has promoted the production of new laws of merger. Because of Heisei merger, the number of municipalities of Japan has decreased greatly, with the local administration tending to be professional and the financial scales expanding. Since then, Japanese local autonomies have set off a wave of merger construction, which has strengthened the local public infrastructure and has eased the problem of local depopulation to some extent. At the same time, Heisei merger has exposed many problems, and the experiences have provided a model for China.
