Cultural industry is one of the sunrise industries in the21st century, with the development of the cultural industry as the core industry we can achieve the goal of the development of inclusiveness, sustainability and regularity. Although the development time of China’s cultural industry is relatively short, it is still in the early stage of development history, it is the leading industry in the information economy, its status and influence can not be ignored. The current development of cultural industry in China is complex, there are not only highlights but also concerns. The highlights include the government’s increasing emphasis and supports on the cultural industry’s status and its own effects and outstanding contribution to national economy, labor resource allocation and social harmony. On the one hand, there are still many problems in the development of China’s cultural industry, how to enhance the capacity to absorb more labor force, how to change the homogeneous development mode, how to improve the industrial innovation capability and so on. On the other hand, taking substantive steps on promoting the development of cultural industry and implementing measures still confuses us, while we are also facing the fierce international competition. Therefore, the development of China’s cultural industry has great potential and broad prospects, but there is long way to go.At the same time, using the development experience and practice of foreign cultural industry for reference, we can recognize that knowledge, creativity, imagination are the driving force and key elements of the rapid development of cultural industry, so the labor can be regarded as the medium of the knowledge, creativity and imagination, or to say as the principal part of innovation, it undoubtedly will play an important role in development process of cultural industry. For these reasons in the new era of economic development, giving more supports on the cultivation of cultural industry labor force, improving the quality of cultural industry labor force, optimizing the cultural industry labor force allocation, promoting cultural industrial upgrading, pushing the cultural industry forward to a new stage of development, all these improvements will have a significant impact on our country’s economic development, social progress and many other ways.Based on the analysis of our country’s cultural industry development status quo, the importance of the cultural industry, and the problem we are facing in the new economic development time, also on the basis of the rich and important experience we can learn from abroad, at the same time, relying on the comprehensive application of statistics and data of macro-economy, cultural industry, labor force, and other aspects of economy, we can get some results about the relationship between the development of cultural industry and its impacting factors through the empirical analysis, which quantifies the influencing factors. And then, we explore the role of labor force and other factors in the development of China’s cultural industry in depth. Finally we make some creative suggestions to the development of our country’s cultural industry, including that enhance the human capital of cultural industry, improve the structure of cultural industry, perfect the institutional factor of cultural industry, optimize the allocation of labor force of micro enterprises in cultural industry, and we are looking forward to see that these suggestions can make some contribution to the development of China’s cultural industry and allocation of labor force in some extent.
