With a function of cultural transmission, translation is a way of intercultural communication with purpose and it can not be separated from specific cultural background; thus the recurrence of cultural information should be achieved to its utmost in the translation process. The source text to be translated comes from Language Diversity and Language Policy in Educational Access and Equity, the Chapter 8 of “Review of Research in Education”(published on SAGE, an American journal), written by James W.Tollefson and Amy B.M. Tsui from the University of Hong Kong, in which the effect of language policies and language diversity on balancing educational access and equity is explored. The article itself serves as a tool to spread and exchange different cultures and ideas except for its content worth referring to.This thesis firstly quotes the original text of the chosen material, then translates it into Chinese based on the theories of functionalist, communicative and cultural translation and lastly makes a report on the translation of it. In the final report certain translation techniques in sentences are analyzed through examples from the translated article. Furthermore, special emphasis is placed on the significance and nature of transmitting cultural information in the translation process.
