The Research Of Political Construction Of Xinjiang Province During Qing Dynasty

After Xinjiang has been reunified at the beginning of Kuang-hsu period, the Qing government decided to transform the military governance and conduct a series of political restructuring including establishment of Xinjiang province, seting up prefectures and counties and officer-system reforming. During the period of the first governor Liujintang’s term of office, the administrative system of Xinjiang began to take shape. Later with the development of production life and the implement of the New Deal, the organizational system was adjusted in the period of Raoyingqi and Panxiaosu’s term of office.The initiatives of political construction of Xinjiang province in Qing Dynasty embodies in these aspects as follow. In the first place, the administrative system was initially established. Since the population increasing, several prefectures and counties were added in order to solve the problems of deficiency of administration in some regions. Second, by means of choosing and appointing different levels of administrative officer, including Xinjiang Xunfu and establishing the constitution of choosing and appointing, the problems of remaining in office was solved. Besides, the measures to reinforce the management system like inspecting and training laid the foundation for the New Deal. Thirdly, the establishment of administrative provisions contributed to reorganize the government officials and created a necessary condition for the modernization construction in the period of the New Deal. All in all, after the founding of Xinjiang province, the political construction was actively directed by Xunfu, which complete the management system from top to bottom, laid a foundation for the development and ensured the steady development in the twenty-eight years.
