| City has a variety of origins, such as the division of labor, the defense and the market, which are three mainstreams. Adam Smith discussed a viewpoint: division of labor leads to emergence of city in his bookmarking: The Wealth of The Nations. Marx and Engels have ever pointed out the relationship between the division of labor and the emergence of cities. But whatever which is the real origin, the development of our understanding of cities always needs to keep pace with the time. Since real urbanization after the industrial revolution, people have improved new understanding of cities, including the content, the level of urban development, direction, etc. In the initial course, urban focused on development speed and scale in content, but this urbanization pattern finally led to a heavy environmental cost, even affected the immediate interests of the human existence. Therefore, the quality problems in the development of cities are deeply rooted among the people. And urban development no longer unilaterally pays attention to material entities and economic entity, but more and more pays attentions to the long-term effect of social culture for development of cities. In the direction, the sustainable, people-oriented development of economy, society and culture has become a mainstream.Urban function is a kind of acting force and potency produced by urban in a certain region, it is also a kind of vitality. The development of urban function based on a certain industry, so there are different types of function, such as economic function, social function, ecological function, political function, regional function, brand function, etc. All the functions constitute a monolithic system with interaction among themselves. The function synthesis undertakes the important task of coordinating the development of the whole city. In order to explore the relationship between urban function and urban development quality, this paper analyses the topic with the following several aspects:1) Problem context. Starting from city origins and an important urban problem which isencountered in the process of urban development, this paper expounds the current situationof urban development and the development direction which is should be the pursuit in thefuture.2) The research of theory and literature. First of all, this paper introduces the related guidance theory in the process of urban development, from which to explore the significance of the urban development quality research; Second, conduct an urban development research from the domestic and foreign research. Finally, expound the relationship between urban function and the urban development quality roundly.3) Research of the index system and the comprehensive evaluation system. Based on the consideration of synthetic evaluation, this paper constructs the comprehensive evaluation of urban function system from the properties and the principles of comprehensive evaluation. In addition, for reasons of systematic, operability and so on, this paper constructs the comprehensive evaluation index system of urban functions, which is divided into four layers and expressed by 21 indicators.4) Comprehensive evaluation method of urban function. Comprehensive evaluation is divided into three parts: they are economic function evaluation, evaluation of ecological function and social function evaluation respectively. Three parts adopt two methods: economic function evaluation uses the Location Quotient Technique method, social function and ecological function evaluation use Analytic Hierarchy Process(AHP). And then introduces processes of how to apply two kinds of methods to the evaluation of urban function.5) Case study. Take Taiyuan for example, evaluate economy function, social function and ecological function using the Location Quotient Technique method and AHP method, and then gives synthetic evaluation results using mathematical model, basing which the author proposes some advises on improving Taiyuan urban function and development quality. |
