China and America are the most important developing and developed country in the present world. The importance of the two countries’ international status and influence make the Sino-America relation become one of the most important bilateral relations in the world, and even be one of the most special bilateral relations which make a great influence on global landscape and global affairs. From the founding of the People’s Republic of China in 1949 to 1970 s, although it takes nearly 30 years of confrontation and isolation, China and the US haven’t completely closed the door of mutual understanding. After the two governments analysis the international and domestic situation, they realized that gradually overcome ideology and many other aspects of obstruction, contact with each other, and then develop the relationship between the two countries, is a win-win choice of both countries. The main question which this paper is trying to research and answer is, after such a long period time of confrontation, why can China and the US achieve mitigation and even establish diplomatic relation in 1970 s, how did these three elements bring about this event. To be specific, for China, the differences between China and the Soviet Union continue to be more serious, thus eventually led to rupture the relationship between the two countries, and finally collapsed the Sino Soviet alliance. The upheaval of Sino Soviet relationship made Chinese government adjust its foreign policy directly, to avoid and resist the possible threats from the Soviet Union became the top priority of its foreign policy. Thus, the mitigation sign from the U.S. let China realize that the two countries have the same position in oppose the hegemony of the Soviet Union. This provides a good opportunity for the Sino American détente. For the United State, the Vietnam War brought a heavy blow on economic, political, national psychology and other aspects of American society, the huge military expenditure made the U.S. overwhelmed, and led to the heavy domestic economic crisis. It combined with the energy shortage crisis in 1970s’, thus weaken the comprehensive strength of the U.S. This situation made the U.S. feel powerless to maintain the advantage position in the U.S.- Soviet bipolar pattern and the paramount global position.Meanwhile, under the guidance of the planned economy mode, the socialeconomy, industrial production, and military power of the Soviet Union got dramatically promoted, at the end 1960 s, it had already narrowed the differential with the U.S. The growing strength make the Soviet Union promote the global expansion strategy. This made the U.S. government have to consider to use of the power of the third party to contain the Soviet Union. At this occasion, China which spilt with the Soviet Union became the best choice of the U.S. The common goal in fighting against the Soviet hegemonism became the key factor to mitigate and establish the formal diplomatic relationship between China and the United State. The author considers that under the influence of the factors above, through various forms of contact, conversation, and negotiation, finally resulted in the establishment of diplomatic relations between China and the United State in January 1,1979. The two countries should absorb the experience of matter of the establishment of diplomatic relationship, reduce the frictions and differences, put aside minor differences so as to seek common ground, manage the bilateral relations properly, and finally build the new type of win-win relationships between the two powerful countries together.
