| This paper discusses the Communist Party of China’s land policy from 1945 to 1949 with the perspective of New institutional economics. It has important practical significance to study the land policy of the Communist Party of China, because in China there are many peasants.Only when they become rich, China can be rich and stable. Good land policies can bring benefits to peasants, so it is necessary to study the land policy. Learning from history, we can analyze contemporary land policy is reasonable and appropriate or not. Therefore it is necessary to study the Communist Party of China’s land policy from 1945 to 1949 when it brought great political achievement and economic performance to the Chinese Communist Party. Therefore, this paper study the land policy’s changes from 1945 to 1949 with perspective of New institutional economics.This paper is divided into three parts. The first part discusses the process of land policy changes from 1945 to 1949, including the policy of reduction of rent and interest, the land policy with guidance of "instruction on May 4" and "outline land law of China". The second part analyzes the process of land policy changes from 1945 to 1949 with the theory of institutional change, including institutional change analysis of theoretical premise, the motivation of change, path dependence and so on. The third part discusses the historical enlightenment about land policy changes from 1945 to 1949. There are two important revelations.The first is to improve social welfare in a non-Pareto improvement, and the second revelation is to change policy constantly with the system life cycle theory.The innovation of this paper is on the research methods. There are many papers about the Communist Party of China’s land policy changes before the founding of the People’s Republic of China,but the use of the new system of economic institutional change perspective to analyze land policy is not a lot, especially the analysis from 1945 to 1949. It is feasible to analyze land policy with the method of institutional changes. |
