At the beginning of the founding of the United States, America lacked a lot of labor forces, so the government absorbed migrants around the world. Later, due to the impact of domestic xenophobia trend, the U.S. government began to limit the number of immigrants. In 1965, the United States promulgated the " Hart—Celler Act "(or " 1965 immigration and Nationality Law ") to limit the number of immigrants in the western hemisphere for the first time. Only 120 thousand people from the western hemisphere could enter USA. The U.S. government wanted to limit the number of immigrants in the western hemisphere, but it failed. On the contrary, Massive illegal Hispanic immigrants entered USA. The massive influx of Hispanic immigrants has an important impact on the politics and economics of American society.Hispanic immigrants included 5 groups. Cuban immigrants came to the United States mainly to escape the revolution. Mexico immigrants went to USA mainly for economic purposes entering the United States as temporary workers. In 1960 s, the black civil rights movement happened to defend their personal rights. Hispanic immigrants who set up their own political organization and trade unions were affected. They launched the chicano movement to defend their democratic rights. The political participation of Hispanic immigrants had a great impact on American domestic and foreign affairs. They became the object in the American presidential election and the political elections. The Cuba immigrants played a significant role in Cuban blockade.From the beginning of 1960 s, with the rapid growth of the Hispanic population and political consciousness, these immigrants began to express their political aspirations endowed by the law. The political participation of Hispanic immigrants is still in the extent permitted by law. There is no national security threat to the United States and the national characteristics. There is no division in American culture. Hispanic immigrants’ education level and economic level is relatively backward, so it will be a long process for their political participation.
