This paper is divided into three chapters. The first chapter discusses the situation of Haojing which is the capital of Zhou dynasty and Luoyang. The area of Weihe River starts to decline from late West Zhou dynasty and the contradiction between nobility and Zhou emperor pricks up. When Quan rong unleashes a string of deadly blows, the area of Haojing thoroughly subjugate. In order to survive, they have to find another way. Due to land requirements, especially Zhou emperor makes direct control of Luoyang, it become their only choice.The second chapter discusses the process of the rush east. A part of nobles move to Luoyang because they lose Haojing; the rest may forecast the disaster, especially Zheng and Guo. But the location that they settle down restricts their later development. Although there are no powerful feudal states in this area, Song, Chen and Cai has been here for long which means they have no possibility to expand their states. In addition, the nobles are the class who holds power, so they often get into trouble with aborigines for population and land.The third chapter discusses the transformation of the states. Under the background of the decline of royal, the royal can’t confer protection as before, together with the land problem, so the states face a terrible crisis which forces them to save themselves through transformation. They take different paths because of the different situations. What they have in common is that they are all failed. The transformations are not successful. Zheng become the puppet of powerful state, while Guo try to turn to Divus ask for help. The Zhou family, Zhao family and Mao family want to break away from Zhou emperor, but they can’t find a way to develop except scramble for power. At the same time, due to depend on powerful state, Shan family fall victim in the course of striving for hegemony.
