The effective teaching of public English in higher vocational colleges here refers to effective teaching in terms of teachers, and the definition of effective teaching in this paper comes from the dissertation of Professor Yaolimin’s: the effective teaching is a kind of teaching, which follows the objective regularities, maintains and promotes students’ effective learning, produces results, effectiveness and efficiency. The effective teaching furthers students’ progress and development, accomplishing the expected teaching objectives.The questionnaire of public English teaching situation in higher vocational colleges(Teachers’ Questionnaire) and the questionnaire of public English teaching situation in higher vocational colleges(Students’ Questionnaire) are based on the questionnaire used in Yaolimin’s dissertation and the questionnaire made by Lizhi in her dissertation. The reliability and validity of the two questionnaires reach the requirement. The questionnaires, a total of 40 items, include seven aspects, teaching expressions, teaching lead ins, teaching contents, teaching askings, teaching methods, teaching conclusions and teaching managements. The author chose 143 public English teachers at random in Tianjin, Shanghai, Beijing, Liaocheng, Baotou, Chengdu, Kuerle to do Teachers’ Questionnaire and handed in 124 effective teachers questionnaires, 509 students in Tianjin and Nanchang to do Students’ Questionnaire and handed in 470 effective students questionnaires. The main research results are as follows:1. Self-evaluation of public English teachers shows English teaching “often effectiveness”, while students evaluate that English teaching performance is just “sometimes effectiveness”, but it is very close to “often effectiveness”.2. The scores of self-evaluation of public teaching effectiveness is significantly higher than student-evaluation.3. The average score of National Model Higher Vocational Colleges in terms of teaching effectiveness is higher than non-National Model Higher Vocational Colleges, and the discrepancy between them is significant.4. The teaching effectiveness of public English teaching among different teaching age is significantly different. The scores of more than ten years teaching-age in terms of public English teaching is highest and the score of 0-2 years teaching-age is lowest.5. The teaching effectiveness of public English teaching among different titles is significantly different. The English teachers with senior title in teaching effectiveness are significantly higher than the English teachers with primary or lower title.6. The effective teaching of English teachers with different classes per week is total different, and the effective teaching of English teachers who has more than 16 classes each week is higher than the others’.7. There is no obvious discrepancy between different genders, different regions and different degrees of English teachers’ in higher vocational college in terms of teaching effectiveness.8. Teaching effectiveness in higher vocational colleges influenced by teachers, students and colleges.In addition, this paper puts forward proposals of improving the effectiveness of public English teaching in higher vocational colleges according to the research results.
