The Cultural Governance In New Urbanization By The Case Of Gu Tian, Fujian

The evolution of the public administration follows the core clue how to make it match the social and economic infrastructure, and adapt it to the development of society. Modern bureaucracy is the basic paradigm of modern public management organizations. The article uses cultural governance theory to analyze the development of small town. The traditional government-led top-down management has caused individual self-realization hampered, lack of multiple groups and multiple public projects. The traditional urbanization management has destroyed the towns’ original social mechanisms.The cultural governance model could make up for shortcomings of modern bureaucracy, create social mechanisms to adapt the urbanization development of towns. First, break closure; expand the availability of information, to create an environment which supports the development of individuals and groups. Next, create multiple group communication mechanism, so that multiple groups can independently carry out and participate in diverse public projects in the theme of local affairs, to achieve a combination of self-management of local affairs and self-service. In addition, the early generation of social mechanism, Governments should fulfill "gardener cultivated formula" functions: promoting the "budding" of individual self-realization and providing "soil" for the multiple group formation. The more than three points promote multiple positive interactions and feedbacks between the individuals, groups, in the town. In this way, social mechanism of the self-management self-correcting could be produced, to promote the new-type urbanization development of small towns.
