Mosaic parcel is the generic term of all kinds of staggering or fuzzy-boundary places, which are produced during the process of formation, development and transition of each administrative areas in special areas in a specific period and under specific historical conditions. The emergence of mosaic parcel roots from administrative divisions, that is, as long as the administrative divisions exist, The phenomenon of mosaic parcel in Sinan was very common since Ming and Qing Dynasties In the 11 thyear of Ming Dynasty Yongle. Sinan pacification superintendency changed Sinan prefecture, Sinan was one of the earliest areas applied the policy of bureaucratization of native officers. Sinan is the largest prefecture in the Newly Eight Prefectures with the most jurisdictions and the largest area, because all kainds of influence of factor,varied and complicated mosaic parcels distributed within each districts or with adjoining areas. In Qing Dynasty, Emperor Guangxu cleaned up the mosaic parcels in Guizhou Province including Sinan Prefecture. In the 3rdyear of the Republic of China, Sinan Prefecture was changed into Sinan County and a large-scale clean-up activity was held with othercounties or areas in the next year. There were two clean-up activities in the 20 thyear and 30 thyear of the Republic of China respectively. Sinan district was finally deformed until the 33 rdyear of the Republic of China after the border adjustment with Yin Jiang in 1944. On the basis of lots of archival sources and local literature, this paper has a deep study on the mosaic parcel problem in Sinan area since Ming and Qing Dynasties,including the administrative division evolution, the basic information and clean-up activities of mosaic parcels in Sinan since the Ming and Qing Dynasties. And it also summarizes the experience and lessons of clean-up activities in Sinan since Ming and Qing Dynasties on the basis of the above analysis to provide some reference for the adjustment of the administrative division in the future.
