Long Term Development:Research On The Operational Mechanism Of Rural Community Culture

Under China’s present rural community instruction, rural business community is a new form. It is guided by the government, supported by the enterprise, and joined by community residents, which provides a new attempt for China’s rural community development in the future. But it is not certain whether community culture instruction plays the same role. To probe it, a case, at the business community of Xi Wang village, is done; its community culture presentation is thoroughly clarified at the point of community culture mechanism; compared with actual community culture development, solutions are explored to improve the community culture and the mechanism.It is known that under China’s rural community instruction, the core is community culture, which receives wide continuous attention from nation, society and citizens. Totally speaking, through 10 years’ development, there is an obvious improvement for rural community culture in aspects of culture infrastructure, personnel training, community cultural management, community participation and activities development, which is forceful to satisfy culture needs of farmers at the new age.But besides the achievement, there is an embarrassment under China’s rural community culture instruction. That is the instruction is at the early transition between the neutral and the benign. At present, China advocates people-oriented, comprehensive, coordinated and sustainable healthy development concept. Most of China’s cultural construction in rural communities has gone through initial phase of the construction. So it is the aim of rural community culture to break the bottleneck to realize comprehensive, coordinated and sustainable development and make more residents share the spiritual result.In the system of mechanism, community culture mechanism is the real reflection of mutual impacts for all constituent elements, and the intuitive presentation of community culture. Through analysis of current mechanism, many problems can be found, especially in the following aspects. The mechanism is not perfect, and multivariate participation is unable to be achieved; there is lack of optimal management of cultural resources and the effective utilization rate of resources is low; rural communities residents cultural demands are ignored, and cultural asymmetrical structure of supply and demand is unbalanced; there is also lack of rural culture community safeguard mechanism and long-term development supports are not enough; cultural rural community assessment and evaluation mechanisms did not play its due role. Those five aspects are key elements of current constraints of healthy development for rural community culture in China.For problems of China’s present rural community culture operational mechanism, the author conducted in-depth analysis and summarized the reasons. Meanwhile, combining Xi Wang’s pattern, its advanced experience with current problems, the development of community culture mechanism and solutions are explored from 5 aspects of rural community culture, resource optimization mechanism, information communication mechanism, protection mechanism and assessment mechanisms to make rural community culture construction develop in sustainable and healthy ways.
