The purpose of this study is to establish the" ought to" paradigm of the countygovernment, to explore the possibilities and motivations of the construction of responsiblecounty government in our existing environment. Responsible county government has itsspecific value orientation. Its theoretical basis is mainly composed of three parts:philosophyof law, including the theory of people’s sovereignty, separation of power and rule by law; thebasis of constitutional law--constitutionalism means rule by law but not of man; the basis ofadministrative law, it means that, in most cases, administrative responsibility is administrativeliability. With the deepening of China’s administrative reform, the role of county governmentis more prominent and shows its special status. The construction of responsible countygovernment is not only the requirement of the development of socialist market economy butalso conducive to building a socialist harmonious society.As the target model, we can summarize the performance of lack responsibility of countyadministrative to three points:the absence of administrative function, offside of theadministrative function and the corruption of power. The reasons can be summed up asfollows: unreasonable performance evaluation system, monitoring system fatigue anddefective incentive mechanism. Given the specific social environment of our country, thepressures of social management and development and the sense of responsibility ofgovernment leader are the intrinsic motivation factors of the construction of responsiblecounty government.For its own part, responsible government is not only a concept of governance, but also aninstitutional arrangement. In order to build the responsible county government, there must beinternal ethics of responsibility as the soft constraints,but also the external responsibility asthe protection statute. Administrative responsibility system is the rigid mechanism to protectthe achievement of government responsibility. Refer to the explore of incentives of countylevel government officials, this article focusing primarily on incentives from the oppositeperspective. Specific measures includes: cancel the system of off-side officials of the county chief executive, create a transparent county government, gradually establish a direct electionsystem for county chief executive.Specific to build paths selection, there exist two main aspects to proceed: the build ofethics of responsibility and the build of responsibility system. The build of the ethics ofresponbility mainly related to foster every administrative individual’s the sense of rule of law,the awareness of service and a clean and the sense of honest and "cheap" administration. Ifincentive system can be seen as the motive of promoting to fulfill the responsibilities then theoversight mechanism can be regarded as a braking force to stop the behaviour of defaulting.This paper mainly to explore the allogeneic supervision. The allogeneic supervision refers tothe one that whose subject and object from different organizations, such as the subject ofmasses supervision, primarily including legislative oversight, judicial supervision, socialsupervision. Improve administrative accountability mechanisms, including soundadministrative accountability of the legal system,regulating the accountability process,strengthen the role of the main body of the county level people’s congresses accountabilityand improve the resignation of system.
