After the outbreak of the Anti-Japanese War, refugee children across the country was avery serious problem. A call for public opinion, national Government and the societyorganizations have joined the relief efforts in refugee children. In this paper, by using thetheoretical relationship between state and society, and using the method of consultingliterature materials, it interactives relationship between national Government and the societyorganizations as the study entry point. In order to investigate the refugee children reliefwork’s specific implementation state. At the same time, refugee children during the war to thesuccess of relief wok practice as a reference, it gives the current policy of social childrenrelief work to develop a historical reference, and promotes the modern children welfare.This paper is divided into four chapters: the first chapter introduces the researchbackground, significance, purpose, and research methods and innovation; The second chapterformed during the War refugee children relief system, focuses on the formation of the modernchildren’s relief thinking, the development of the national government’s refugee children andrefugee children remedies charities; The third chapter introduces national government reliefmeasures for refugee children, interactive specific measures of civil society organizations andrelief for fefugee children between them; The fourth chapter conclusions and recommendationdrawn interactions between government, civil society organizations and between them arechildren with outstanding contributions to the relief effort, which is not only difficult childinteraction patterns during the war relief effort has a positive effect, but also for modernchildren’s relief efforts to give reference significance.
