Research On Execution Of The Science And Technology Innovation Policy Of The Private SMEs In Quanzhou City

Since this century, the development of private medium and small enterpriseshas direct impact on China’s overall economic competiveness in the future. Scienceand technology innovation is an intrinsic variable of an enterprise with sustainablecompetiveness. Policies on science and technology innovation function to guide andpromote the science and technology innovation in private medium and smallenterprises, whose execution is one of the significant factors to attain the desiredresults. Therefore, it is significant theoretically and practically to study the executionof the policies on science and technology innovation.Taking the private medium and small enterprises in Quanzhou City as the object,this thesis employs the essence and constitutive factors of execution of policies onprivate medium and small enterprises innovation as the theoretical basis. Byanalyzing the factors that affect the execution of science and technology innovation,i.e. the executive subject, the executive object, the executive resource, and theexecutive environment, the study model to evaluate the execution of science andtechnology innovation is built. On the basis of the defining four factors of the model,i.e. policies on science and technology innovation, government’s executive ability,enterprise’s research and development ability, and the constructive ability of supportsystem, this thesis put forward four hypothesis. Moreover, researches are taken toinvestigate the execution of the science and technology innovation of medium andsmall enterprises in Quanzhou City. In coordination with interviewing thoseenterprises and by means of SPSS (Statistical Product and Service Solutions),empirical researches are done on the data collected, descriptive statistical analysis isconducted on the situation of the execution of the science and technology innovationof private medium and small enterprises in Quanzhou City. Chi-square test andcorrelation analysis are conducted to verify the four hypotheses and to draw out theconclusion of this thesis.Lastly, this thesis concludes the situation of the execution of the science and technology innovation of private medium and small enterprises in Quanzhou City,and provides measures and suggestions to promote it. Moreover, basing ondeficiencies of this research, prospects of future researches are proposed.
