A Study On The Citizen Participation In Quanzhou’s Urban Public Utilities

City municipal utilities play an important role in the Survival and development ofcities, whose level of construction and management have so much to do with lifelivable Index and the sustainable development of a city. As the essence and core ofpublic governance, citizen Participation is an important mean to promote municipalutilities to be scientific, People-oriented and meticulous, and at the same time, is thenecessary requirement of city development and the society advancement. With thedeepening of democratic reforms, Citizen Strengthen the senses of their participationsin the construction and management of the city municipal utilities. Meanwhile theaccelerate of the transformation of government functions provides a good chance inthe participations. So, we should firmly grasp the opportunity to improve theparticipations in the way of the promotion of the trust in government, the strengthenof the government’s perception, the improve of protection mechanism, and theinnovative of participatory approaches.Recently, Quanzhou city makes useful attempts in the participations, but problemssuch as the indifference of the sense of participation, the narrow of the field, the lackof the ability to participate remain, in a word, the participation is in a low level. Westudy Quanzhou city as a case, by the analysis of the Status and Problems of theparticipations, the clarification of the factors Affecting, and the learning of theexperiences and practices at home and abroad, we propose some policyrecommendations to promote citizen participations.
