Research On The Role Of Social Self-organization In Grass-roots Social Management

Compared with natural sciences, the main research objects of social sciences aresocial history or things with specific historic significance and highly complexity. Nomatter how will social phenomenon develop and evolve, it can not be separated withself-development and self-organization. Social phenomenon not only shows the natureand complexity of structure, but also limited by a variety of social variables andnatural elements together. Further, each variable can affect other variables. They havethe relationship of self-organization and nonlinearity. Compared with relativelytraditional concepts, the complexity of self-organization and nonlinearity of currentsocial sciences are increased largely.During the current period, with the rapid development of market-orientedeconomy in china, the economy and society structures are becoming increasinglydiversified; the profit distribution pattern is changed and adjusted continuously;people’s ideological and moral concepts as well as living style are changed rapidlyand deeply. All of the evolutions fasten the social transformation and promote thegradual awakening and rising of citizens’ society participation consciousness. Thetrend of grass-roots expressing their interest demands through social self-organizationbecome more and more obvious. Compared with a series of problems faced byindividual citizen participating in social management such as weak activeconsciousness, impeded channels, imperfect system, that citizens participate in socialmanagement through social self-organization provides new important ways for socialmanagement innovation and brings new challenges.Social self-organization is the objective of social management. At the same time,it takes active part in the social management. Under the traditional centralizedgovernment management mode, some local governments take an opposite view onsocial self-organization for long times, warring about the negative influences of socialself-organization and denying the positive role of them in aspects as resolving socialconflicts, smoothing demand expressing channels and coordinating the relationshipbetween groups and so on. They pay no attention to the inner construction andfunctions of social self-organization, which is the main reason for a series of problemsas declines in authority, weakness in integrating capacity and disorder in management in grass-roots social management. Obstacles are formed for organized participation insocial management of citizens.To bring the positive role of social organization, especially socialself-organization in the social management into full play to form new grass-rootsociety management pattern and reach a good governance of social management, weshould do the following three points well. First, we should have and objective andscientific view on the social “self-organization” phenomenon and the role of it inpromoting social development. Second, we should actively support the developmentof various social organizations, maintain the development environment for socialorganizations and provide system for citizens to participate in social management.Third, we should perfect organization pattern where citizens can participate in socialmanagement through self-organization, expand work region, strengthen the innerconstruction and outer supervising system construction for self-organization andperfect the establishment of security system, etc.
