The Problems And The Countermeasures On The Rural Environment Comprehensive Governance

In the eighteen Party Congress report, the construction of ecological civilization,concerns the future of people’s well-being, national long-term strategy, and the inclusion ofecological civilization construction is in the socialist modernization construction “five-one”the overall layout, and it is important to strive to build a beautiful China and realize thesustainable development of the Chinese nation. Hebei province adjacent to the capital city ofBeijing is the important water source and the Beijing-Tianjin ecological barrier. As a bigprovince of agriculture, Hebei province has more than5000rural population in more than7000population of ten thousand. Due to historical reasons, rural production mode ofoperation, lack of the environmental protection infrastructure investment, environmentalpollution control in rural areas is lagging behind. The current environmental pollutionsituation is more common in our province; the rural environmental governance has become amajor problem of environmental governance in Hebei province. In2013, Hebei provincialparty committee, the provincial government issued the important documents” on theimplementation of environmental governance crucial action of opinion" and "on theimplementation of rural landscape to upgrade the opinions of the action”, as the basiclivelihood of the people project, the improvement of ecological environment andcomprehensive climaxing environmental governance began. In view of the specialgeographical location and ecological functions of Hebei province, the ecological environmentprotection, especially the rural environmental protection mission, is extremely important anddifficult. For our province to study the effective governance of the rural environment is asignificant realistic subject.This article comments on the development of the rural environmental governance, refersto the rural environment management experience at home and abroad. Combined with theactual situation and the characteristics of Hebei Province, the author analyzes in view of theexisting problems in the rural environment comprehensive governance, tries to find areasonable and feasible countermeasures and effective way of governance to benefit the improvement of rural environment in Hebei province. In the thesis the author mainly usescombined methods of theoretical research and empirical analysis, analyzes the ruralenvironment and cause pollution in Hebei province, gives the objective evaluation of theHebei Province present rural environmental governance model and the effect of measures,especially from the local government function orientation in the rural environmentmanagement, management system and relevant policies, laws and regulations in thegovernment management level,introduces market mechanism and promoting publicparticipation into deeply discussion on the main reasons of restricting the rural environmentgovernance, puts forward the corresponding countermeasures.
