The Eighteenth National Congress of the CPC point out that our objective is to build astructure-optimum, honest and efficient government that follows a well-definedfunction, a government with which the people are satisfied. There is a new challengeto accelerate the construction of the effectiveness of the government. With thecontinuous expansion and deepening of Chinese government reform, the governmentpays more and more attentions to the position of performance evaluation, and getmore concerned of our people. Government effectiveness evaluation is to promoteadministrative reform in depth and breakthroughs, but also an innovative explore ofgovernment management mode. Its success will help to build a limited and sunlightservice-oriented government.County (District) is an important part of the administrative system in our country. Notonly bear the regional economic development and social management tasks, but alsoto implement the policies of the party and state laws and regulations and superiors.County (district) functional department is the specific organizers and perpetrators, animportant factor which determining the efficiency of government operations. Theefficiency of functional departments directly affects the execution and performancelevels of the government.At present, China’s government institutional reform on county (district) level of ismostly limited to the number of adjustments and changes in the functions of thedepartment, pay insufficient attention to the management performance of thefunctional departments, relevant theoretical research can not meet the needs of reform,management effectiveness evaluation practice in some places lack of systematicinstitutional arrangements, there is a big blindness, greatly affected the performanceof the construction county (district) governments. How to use the theory and methodof enterprise performance management Study on the county (District) GovernmentEffectiveness Construction, is to enrich and improve the administrative reform theoryalso has practical significance. In this paper, it use of enterprise performancemanagement theory and method, selected Jinwan District of Zhuhai as the researchobject, construction of evaluation index system of administrative efficacy, analysis ofeffectiveness evaluation of functional departments, proposed the implementation ofcountermeasures to optimize the performance evaluation and optimization functions program.This thesis consists of six parts. The first part introduces the significance thebackground, research methods, and government effectiveness research achievements.The second part describes the similarities government efficiency and businessperformance assessment and evaluation of different points, the nature and function ofspecific county (district) level performance assessment functions, learn the necessityand feasibility analysis of government enterprise performance evaluation methods.The third part of analysis the Jinwan area performance assessment functions,including the performance of construction, performance evaluation of content,performance, and evaluate the effectiveness of the main problems. The fourth part useenterprise performance management KPI (key performance indicators) method toconstruct the functional departments, the Jinwan area performance evaluation indexsystem. The fifth part of the evaluation system to use to build on the Jinwandepartments to evaluate and analyze the performance of construction. The sixth partputs forward the Jinwan District department’s performance evaluation optimization,summarizes the shortcomings of research, and puts forward the improvementdirection.
