A Practical Research Regarding The Communist Youth League’s Participation In The Administration Of The Community Youth During The Social Transition Period

Today’s China, social change rapidly, social class is differentiated, theflow of people is accelerated, the interests of people is multiple, socialtransformation has not been finalized. Simultaneously, social problemsemerge endlessly; new and old conflicts are intertwined. The community isthe cell of society. The harmonious community is the cornerstone of aharmonious society. With the accelerating process of urbanization, theincreasing diversity of people’s social activities, as well as increasinglyregional social activities, young students, migrant youth, engaged communityeconomic work and laid-off unemployed youth and other young peoplegradually constitute a new community youth groups. The management ofcommunity youth affairs can ease the contradiction in the social developmentprocess, can achieve humanistic concern and promote social harmony. Therole of the management of community youth affairs in the process of buildinga socialist harmonious society is not to be taken lightly. However, China’straditional social management model presents the problems that themanagement body is unified; the management style and means are simple. Inthis country, as the development of the market economy reform, thegovernment system has been difficult to adapt the practical needs of themanagement of youth affairs. In China, the special nature of the CommunistYouth League determines that it should participate in the management ofyouth affairs.Firstly, this paper analyzes the current situation and problems of themanagement of community youth affairs during the period of socialtransformation. Then, it discusses the necessity that Communist Youth Leagueparticipates in the management of community youth affairs. Meanwhile, itanalyzes the feasibility that the Communist Youth League participates in themanagement of community youth affairs from the functions and advantages of the Communist Youth League, from the diverse participation of communityyouth affairs, and the experience of domestic and international management ofyouth affairs and so on. Through analysis of a case from Quanzhou, this paperstudies the main effect and problems of the Communist Youth League toparticipate in the management of community youth affairs. Lastly, this paperprovides some suggestions for the management of community youth affairs inthe period of social transformation.
