With the accelerating of population aging, the demand for the development of pension business is extremely urgent. For this course, the report of18th National Congress of the Communist Party of China said that the country must respond to aging population actively through developing aging service. Pension issues are related to the national economy and people’s livelihood, living standards of the elderly, but also the long-term stability of society and steady growth of economy, and this is a necessary strategy of building harmonious socialist society, implementing the scientific concept of development, and promoting urban and rural development. Rural areas of China are the hardest hit of pension business development, and traditional family pension is weakening with the deepening of modernity. Also, rural areas have more old people than urban areas, and aging situation is more severe. Rising elderly population and backward pension development are forming a serious contradiction. It’s increasingly becoming an important issue in academic field that how to develop suitable pension policies and ensure the rural elderly to enjoy the old age well.Pension institutions began to become an increasingly important part as a new form of pension in pension service of rural areas. In concept, institution pension is a pension form that the elderly leave their families and move to nursing homes, apartments for the elderly, and other institutions for pension and these institutions provide daily care for the elderly. This article summarizes various research of institutions pension at home and abroad through reviewing literature, and it investigates first-N City’s pension agency as a study case through introducing theory of welfare pluralism, and Maslow’s hierarchy of needs. According to deep practice, this article investigates the development condition and characteristics of rural pension institutions from the version of service supplement, service targets, sources of funding and service content. Also, it summarizes existing institutions’ deficiencies including lack of service supplement, simplex service, low service level, low levels of professional service, shortage of funds, uneven development, and imperfect of related policies, also the reasons for these problems to the source. Finally, it puts forward policy recommendations to develop rural pension institutions combined needs of the elderly from a sociological perspective:first, the country should promote diversification of the pension institutions and increase service supplement. Second, the country should develop rural social work, and improve the professional level. The service level of pension institutions should be comprehensively improved by training professional staff, training and introduction of professionals, establishment of professional institutions. Thus providing care service of higher quality for the elderly. Third, diversified pension service should be developed to meet the diverse needs of the elderly. Pension institutions need combine the demand of the elderly, not only to meet the material needs, but also the spiritual, which make the elderly feel really happy. Fourth, in order to give institutions correct position, improve internal management and regulatory mechanism, the whole management system of pension institutions should be reformed.
