A Study On Vietnam Communist Party’s Theoretical Thought Innovation And The Policy On Chinese-Vietnamese

In December1986, Vietnam Communist Party held its Sixth National Congress, began implementation of a comprehensive reform route. After this, Vietnam gradually developed the socialist commodity economy, and changed from a highly centralized planned economy to a socialist market economy. Multiple patterns of economy and the role of private economy were protected. With the main body of the distribution according to work, Vietnam Communist Party pays more attention to people’s livelihood, social progress and justice. For domestic economic development, the improvement of the relationship between China and Vietnam,and meeting the need of the development of globalization, Vietnam Communist Party gradually adjusts the Chinese policy. Vietnam Communist Party gives Chinese legal citizenship, allows the Chinese to choose nationality freely and recognizes the contribution of the Chinese in the resistance war against the French and American invasion and the economic development. Vietnam Communist Party also encourages Chinese to start enterprises and issues many preferential policies to attract Chinese and Sino Vietnamese living in overseas to return and to investment. At the same time Vietnam Communist Party pays attention to the foreign forces, especially the Southeast Asia countries in which content many Chinese, and continues to strengthen economic and trade exchanges with China. Vietnam Communist Party tries to develop the Chinese education and culture, restore Chinese newspaper and preserve the Chinese culture.The theoretical thought innovation in Vietnam leads the reform and opening up of Vietnam, and achieves remarkable success. Meanwhile theoretical thought innovation also contributes to profound changes in Vietnam’s Chinese policy. Vietnam always adheres to the socialist direction and the leadership of the Communist Party of Vietnam. Now Vietnam explores a new model of its own development of socialism. In this process, overseas Chinese make the contribution to the economic and social development.
