The Evaluation Of Civil Entrepreneurship Policy In Changsha

Changsha is the economic and cultural center of Hunan province. In order toalleviate the employment difficulty under the economic recession, the governmentdepartments formulate series of national venture preferential policies, making theentrepreneurial boom wave higher and higher. What specific influence and effect dothese policies have? We have to systematically and comprehensively assess. Policyevaluation, an integral part of the whole policy process, is an important basis todecide whether new policy to be continued, amended, adjusted or ended. In thispaper, we analyze the national venture preferential policy assessment in Changshaboth theoretically and empirically, and propose some suggestions to improve thequality of national venture preferential policy.First of all, the results of domestic and foreign policy on nationalentrepreneurship assessment were summarized. Secondly, this paper summed upbasic theories and methods of policy evaluation, laying a theoretical foundation forthe national venture preferential policy assessment in Changsha. Then it explainedthe Changsha existing national entrepreneurship policy and divided it to four areas,entrepreneurship support, entrepreneurship environment, and entrepreneurshipservice and entrepreneurship education. On the basis of theory of policy assessmentand classification of entrepreneurship policy, we can have a clear purpose, standardand method of Changsha national entrepreneurship policy. In this case, the use ofscientific index selection constructs ex-post evaluation system of Changsha nationalentrepreneurship policy; the applying of AHP (Analytic Hierarchy Process) andfuzzy comprehensive evaluation are combined in Changsha National Ventureempirical assessment of the effects of policies. The implement results show thatChangsha current national entrepreneurship policy has achieved great effects andshould be continued, though there are a few minor problems. In order to facilitate thesmooth progress of national entrepreneurial activity, we must perfect the civilentrepreneurship policy in order to adjust to the current requires. The governmentshould focus on below five fields: Cultivating entrepreneurial culture, clearingpolicy objects, clearing policy difficulties, broadening sources of funding, creatingentrepreneurial bases and adjusting the policy bias.
