In recent years, the unconventional emergencies have brought great economiclosses to the society. In order to reduce the losses, we should do a good job of relatedemergency management. The emergency stockpile, as a service site, need to provideplenty of emergency resources in time when the accident happened. It can not onlyreduce the cost, but also can guarantee the timeliness that for avoiding greater losses.So it is vital to place the emergency stockpile in a reasonable position.The paper firstly elaborated the research background and significance aboutlocation of emergency supplies reserve center, analyzed the domestic and foreign studysituation and existing problems. Secondly, introduced the concept, function of reservecenter and the concept, classification of the facility location; discussed the modes andoptimization methods of location, then making a comparison with them. Thirdly,according to the selection process of reserve center location, through the analysis offactors influencing the site selection, the fuzzy multiple attribute decision makingmethod was used to determine alternate address primary address; and then taking theresource limitation, service differentiation into consideration, a multi-objectivemulti-level emergency supplies reserves center biggest covering location mode wasestablished. Finally, the mode was solved by the genetic-mixed particle swarmalgorithm and the effectiveness of this mode and algorithm was verified by an example.It provided a scientific and effective ideas to government department for emergencysupplies reserve center location decision.
