The Communist Party of China put forward an issue that is to innovate socialgovernance on the third plenary session of the eighteenth conference. Previous to this,our country always emphasize the innovation of social management, though there isonly one word is different between social management and social governance, there isbig diffrence between the two. Compare to social management, social governance hasthe following three characteristics: Firstly, participation is diversified; Secondly,participation mode is diversified; Thirdly, participating in the process of democratized.In our country, rural society is the most grass-roots society with the largest population,therefore, the focus of the innovation of social management should be in thecountryside. Our party and government’s rural governance mode under the existingsystem is "township", that is to say, the state administrative power stop in township,rural society rely on villagers’ autonomy.In this paper, the author start a research on the rural social governance based onpublic participation as the breakthrough point, in order to improve the publicparticipation countermeasures to coordinate the relationship between the autonomousorganizations and grass-roots government, to stimulate the vigor of rural civilorganizations, to play the role of rural elite, and to improve the rural socialdemocratization degree, therefore, to truly achieve the goal that villagers are mastersof the countryside. The following are this paper’s logical structure: part one putforward the research content, research methods and possible innovation based on theanalysis of the selected topic background, significance and review on the basis of theresearch status at home and abroad; Part two defines the theory of rural publicparticipation in community governance, and analyzes the similarities and differencesof social management and social management; Part three introduces the publicparticipation subjects and participation methods in rural social governance; Part fourdescribes the current status of rural public participation in community governance andsummarizes the following existing problems: the public’s poor awareness ofautonomy, the organization autonomy is not strong, imbalance between "twocommittees" in the countryside, rural civil organizations development lagging behind,rural elites appeared fault. Part five take "eight steps execution of work" in willowtownship in kai county of Chongqing as an example, to summarize the experiences of the public participation in rural social governance; Finally, it puts forward a series ofconstruction and the measures of public participation to improve rural socialgovernance based on the above discussion and the empirical analysis, the followingare some specific points: to innovate rural social governance concept of publicparticipation, to give full play to the villagers, rural elite, the function of the rural civilorganizations, to co-ordinate the grass-roots government and the autonomousorganization, villagers’ committee and village party branch and others to participate inthe main body of the relationship between each other.
