The Communication Management Study Of A Maritime Safety Administration Information Management Platform Project

With the development of information technology, information project werewidely applied in areas of government’s internal management and public service, andthe projects scale and complexity were also increased. With a large numberof projects carried out, lack of communication management will cause problems suchas schedule delay, cost overrun, nonconformity of procedures and practices.Miscommunication is one of the biggest risks in Government’s information projectsconstruction. Communication management determines the success or fail of theproject, which is imminent to be studied.This dissertation took an example of a maritime safety administration informationmanagement platform project, analyzed communication problems in projectconstruction. The analysis had been presented in the projects establishment,implementation and completion stages, from three levels of projectteam and users, project team and project stakeholders, and within project teammembers. This dissertation summarized suggestions on communication managementof Government’s information projects from the resolution practices which was used tosolving the communication problems in a maritime safety administration informationmanagement platform project.The results show that following measures play very important roles in carry-outof projects to increase communication effectiveness and resolve communicationproblems: pay attention on communication management; develop detailed projectcommunication plan which covers the whole construction process and key phases;establish practical communication system; choose practicable communicationmethods and channels; and use communication skills flexibly. This dissertationprovided reference for communication management of information projects ingovernments.
