The judicial system adopted a“high justice” countermeasure to solve this situation. However, the highspeed of judgments is obstructing the quality of and justice of judgments. Inorder to solve this dilemma, the courts focused instead on the case qualitysupervision, including the establishment of case quality daily managementsystem and improve the judicial supervision system. With the effect ofChinese traditional administration of justice, the lack of awareness ofprocedures, quality supervision is difficult to work effectively. The reflexivetheory of procedures is the possible way to solve this problem.
