The Legal Issues Of Endowment Insurance System For Migrant Workers

The endowment insurance of migrant workers has already been the concern ofthe whole society, focused by both academies and Party and government. As the socialvulnerable groups, the migrant workers contribute greatly to the development of theeconomical society, but they cannot enjoy the endowment interest equal to theircontribution. Currently, lots of migrant workers still outside of the nationalendowment insurance system, which damage the social security of migrant workers,burden the inequality of the society and affect the security and stability of the society.From the point of laws, in this paper, the existing problems of our nationalendowment insurance system for migrant workers was deeply explored and also moreideas on improving the existing system were put forward. Specially, the design ofnational endowment insurance system shall follow the principle of citizens enjoy theequal endowment insurance, build a healthy endowment insurance system for migrantworkers from the levels of developing laws, implementing laws and justice in along-term plan way.The improvement of the endowment insurance system for migrant workers isbenefit to protect the worker’s social security and keep the harmony and stabilizationof the society as well as the development of the national endowment system andregulations. Therefore, the research is meaningful from both theory and practice. Thepaper includes introduction, text and conclusion three parts and the four chapters ofthe text as below:Chapter one—overview. The concept for migrant workers was defined. Thegroup features of the workers were summarized and the generation and developmentof the workers as well as their contribution to the economy and society wereaddressed deeply.Chapter two—The current status and existing problems of the endowmentinsurance system for the migrant workers. First, the generation and developmenthistory of the insurance system were introduced briefly and the current regulations onthe endowment insurance were analyzed. The existing problems on laws development,laws implementation and justice of national endowment insurance were also explored.Chapter three—Experience of the overseas endowment insurance system construction and references. The chapter focused on the overseas endowmentinsurance system. The endowment insurance systems of Germany, USA and Swedenwere specially introduced and their good practice for reference on design of theendowment insurance system for migrant workers was also summarized.Chapter four—Improvement on the endowment insurance system for migrantworkers. The main content of this chapter is analysis of the necessity of improvementthe system and the study on the mode selection. Then lots of ideas were put forward toimproving the endowment insurance for migrant workers from the levels ofdeveloping laws, implementing laws justice support and furnished systems.
