Democracy is a trend in the political field. From1974to1990,the third wave of democratization rise worldwide, in this wave, alot of authoritarian government collapsed, or transformation,embarking on the road of democracy. In the process of democratization,Taiwan and Singapore, has attracted the world’s attention. BothTaiwan and Singapore are in the circle of Confucian culture, and arethe Chinese society. In the late1980s, the level of economicdevelopment, the middle class, the literacy rate, city level and thestructural conditions of both have reached the standard ofdemocration.However, the democration in two areas of Taiwan andSingapore are of difference. After suppression and lots of chaos,the ruler, especially Jiang JIngguo chose to follow the trend, Taiwanfullfilled its democration in the after10years while Singapore, embarking on a different path. During the process, the ruling partyhad no intention and to compromise or negotiation, while facing tothe challenges. On the contrary, the ruling party chose to oppressthe the opposition party whith national power. As a result, theopposition parties were getting pounded and were not able to becomea important force in the field of political life. They could onlyexpress some opinions in the field of politicies. The oppositionparties failed to grow up. And it was difficult for the oppositionparties to divide to radicals and moderates,so it lacked foundationto combine fire-eater and moderatist.Though Singapore owns thefoundations for democraction leading to structural conditions ofdemocratization has, but it didn’t have enough strength to promotethe the first step of democratic transition. As a result, Singapore’sauthoritarianism continues to now, and this is a strange phenomenonin modern world.The traditional methods,such as Structuralism in the researchof democratization, is strongly questioned, especially incomparison with Taiwan and Singapore.Therefore, a new researchemerges,this is the process path. With the help of the game theory,this path of research select the angle from the elite strategy toexplain the reasons and conditions of democracy. Of course, thisapproach also received a lot of questions, one of which is, this approach overstates the role of the political elite. History is notdeliberately created by heros. Based on this, a new method of reaserchcombined the structure path with of process path is recognized bylots of researchers.
