Research On Performance Evaluating System Of Government Purchasing Public Service From Social Organizations

There is a new path for the government to provide public service through buyingit from social organizations. The government begins providing public service throughpurchasing it instead of directly arranging it. Gradually, in terms of public serviceproviding, the role of the government is changing from traditional producer to grantor.This new approach conforms to the request of our economic and political reform,therefore it will have significant influence on the further development of socialwelfare. So, it has significant theoretical and practical meaning to figure out how toevaluate the performance of the new path to provide public service. Therefore,building a set of public service performance evaluating system, which can makescientific and reasonable evaluation for the performance of public service bought bythe government. It can also be an important reference frame for the government toarrange funding and choose subjects in the following annual service purchasing.What’s more, it will increase the efficiency of the use of funding and the quality ofpublic service.The thesis consists of six parts: the first part mainly introduces purpose andmeaning of the study. It sorts out relevant research results and practical experience inthe field of public service purchasing both at home and abroad and briefs the basicframe, methods and technical routes. The second part summarizes the managerialexperience abroad, which can be used for our reference. The third part summarizesdevelopment, effectiveness, problems and the current situation of performanceevaluation in China. The fourth part presents the principle and method in building theperformance evaluating index system. By using Likert Scale to select evaluationindexes, and using Analytic hierarchy Process to confirm the weight of each indexes,the system is then built based on the Fuzzy Comprehensive Evaluation, points outproblems need further investigation. The fifth part is case study which is mainly usedfor verifying the feasibility of the model. This part takes Hubei province for example,studying the current situation of its service purchasing and estimating its performance.The sixth part summarizes the whole thesis and makes proposals.The achievements and innovation of the thesis are: combined with thecharacteristics of public service purchasing situation in China from the three links of input, output, and results, it designs a more comprehensive and reasonable publicservice performance evaluating system, which gives consideration to economy,benefit and efficiency, by using Likert Scale and Analytic Hierarchy Process. It alsodesigns the system based on Fuzzy Comprehensive Evaluation.
