Obligations of citizens have always been an indispensable part in the text of China’s constitution. The constitution is the fundamental law of the nation and its contents should be fully implemented. Whether in the research field of scholars, or considered cautiously from public power, the clause of citizen’s obligations has not taken effect well. While most researchers generally pay close attention to the constitutional rights of citizens, on the contrary, the paper concerns constitutional obligations of citizens in a relatively neglected area, which deals with the basic theoretical issues of the constitutional obligations of citizens. This paper focuses on analyzing the clauses of the constitutional obligations of citizens from the constitutions of 1954, 1975, and 1982 and combing the track of changing as well as evolutionary logic from above four constitutions of China. The paper advocates abandoning the traditional understanding and try to interpret the constitutional obligations of citizens from the perspective of right. The issue of the citizen’s constitutional obligations also received adequate attention as well in this paper.The article consists of four chapters:The first chapter expounds the basic theory of constitutional obligations of citizens, mainly analyzing the connotation and the extension of constitutional obligations of citizens and its related concepts. Meanwhile, the paper aims to response to the argument from academic circles on whether constitutional obligation should be stipulated in the constitution of our country. The author puts forward the constitutional obligations of citizens in the view of right.The second chapter puts the constitutional obligations of citizens of the three constitutions in the history of the development of new China’s constitution from the macro background, and discusses the content and the implementation in detail.The third chapter focuses on the analysis of the constitutional obligations of citizens in the constitution of 1982, including its rules, compared with the previous three constitutions, implementation and alienation.The fourth chapter based on the previous three chapters, summarizes the track of changes and the evolution of logic of civil obligations clause in the four constitutions of China, and discusses the rationality standard of setting of the constitutional obligations of citizens. Finally puts forward to constitutional obligations in the constitution of our country with serious attitude.
