Research On The Social Assistance Services And Operation Management Mechanism

Social assistance is an institutional arrangements to alleviate poverty,promote social justice and ensure social stability with the ways of paying cash,paying goods,provide services and other rescue methods.with the development of economy and society,connotation of poverty gradually expanded from absolute poverty to relative poverty, while the causes of poverty and the demand of vulnerable groups is becoming diversification.This series of change expose the problem that current social assistance system in china is passive, weak, lack of incentives. On the contrary, the international social assistance system has been converted to developmental assistance,such as assistant different vulnerable groups with classification methods, implement proactive employment incentives, emphasis on capacity building and promote professional services support and so on. How to overcome the shortcomings of current social assistance system and to improve the accuracy and effectiveness of aid has become the most important problem in the development and transition of current social assistance system in China.Based on this, how to build a social assistance services system coordinate with cash payment in china is the basic research question of the paper, which includes three questions:first,what is the connotation of social assistance. The second is about the content, the effect and measures of social assistance services expanded in pilot areas; third, which measure should be taken to promote the development of social assistance services in china.The statistical data in this paper collected in Zhangjiagang, Wuhu and Chengdu Qingyang district through questionnaires and interviews.The study gets the conclusion that the social assistance services in three pilot areas gradually satisfied different demands of recipients and assistance effectiveness significantly improved based on analysis of the content and the effect of social assistance services in three pilot areas with the methods of case study and comparative study.In aspects of operation and management mechanism of social assistance services,the paper analyze from four aspects:the supply system pluralistic participation; the flexible and comprehensiveness of coordination system, the specialization of delivery system and the matching of regulatory system. And the operation and management of three mechanisms were analyzed, the social assistance services and cash assistance matching realization path were summarized.Finally, the paper propose some suggestions to improve social assistance services system:improving classification targeting mechanism of social assistance;improve the professional level of social assistance services;strengthen services standardization construct of government procurement;and establish a standardized evaluation and monitoring mechanism.
