With the deepening of reform and opening up, the social interest relation becomes diversified, some deep-seated contradictions and problems gradually growing service needs of the people, to build a fair, efficient, rule of law, service-oriented government at all levels to become the People the first consensus of those in power, in continuing to explore around, the public hotline has become an effective way towards this goal, and developed rapidly. Papers from the perspective of a service-oriented government building starting to Dezhou public hotline for the study, the system considering its role in service-oriented government building, and on the basis of previous studies on the use of new public management theory, the new public service theory and governance theory and other advanced theories, fully mature and borrowing practices in domestic and foreign hotline is proposed to further enhance the work of the public hotline opinions and suggestions for building service-oriented government to provide new theoretical thinking. This thesis is divided into six parts:The first chapter is an introduction, the paper describes the background, significance, the status quo of academic research, research methods and thesis research priorities, difficulties and innovation. The second chapter of the theory Perspective public service-oriented government hotline are described, including the basic connotation of service-oriented government, the concept of public hotline, the new public management theory, the new public service theory, governance theory and reference, and active role in public development and service-oriented government hotline construction. The third chapter introduces the social effects of the major initiatives in Dezhou development status quo of public and the public hotline develop and produce. The fourth chapter of Dezhou public hotline problems and the reasons were analyzed. The fifth chapter briefly introduces Jinan, Hangzhou, Hong Kong, New York and other domestic and local government public services hotline main practices and experiences enlightenment. The sixth chapter from the perspective of the service-oriented government, combined with the actual Dezhou to make suggestions to improve public hotline. The conclusion of the text were summarized, and the prospect proposed future research directions.
