Civil servants at the grass-roots level are the executor of the government policy, providing service for the masses. Their work efficiency and work attitude, work enthusiasm, is directly related to quality of government public service, the government image,the government’s credibility, the country’s stable development. Recently, as the fourth plenary session of the eighteenth,the strengthening of national efforts to fight corruption, recessive welfare of civil servants are dwindling.Civil servants’ salaries remain the same in ten years, in this case, the long-term, single work makes them prone to work enthusiasm,negatively, and some of them may have work pressure, job burnout.In some grass-roots areas appeared of difficulties in recruitment and retention. Some civil servants at the grass-roots bask their article wages on the Internet, and even some civil servants started to complain that their "heart cooled".In the current environment, it is impossible to change the basic welfare salary for civil servants at the grass-roots level, but we cannot ignore the harm and the destruction of job burnout. In this case, this study from the perspective of psychological contract analysis the cause of the grass-roots civil servant’s job burnout, providing measure to solve the problem of civil servant’s low motivation, poor service attitude,fatigue, no vitality,we also provide theoretical guidance and practical guidance to the study of burnout. Specifically, this study distributed 250 questionnaires across Chongqing and Shandong, then we recovered 205 effective questionnaire. we analyzed data that we obtained by SPSS20.0,understanding the extent of job burnout of civil servants at the grass-roots level, specific dimension of psychological contract. Through correlation analysis, regression analysis, we understand the different types of psychological contract have different influence of the various dimensions of job burnout,and regulating function of the demographic variables (gender, age, cultural degree, marital status, working years, job category, unit seat, etc.) in the psychological contract and job burnout. On this basis, we proposed the targeted management of the grass-roots civil servants job burnout, like setting up a civil service job burnout warning mechanism and intervention mechanism. From the perspective of government and civil servants personal two angles we puts forward suggestions on management of civil servant’s job burnout in order to provide help to reduce the grass-roots civil servant’s job burnout. Specifically,we got conclusion as follows:1. There is ideological psychological in the grass-roots civil servant’s psychological contract. It exists as an independent dimension.2. The psychological contract and job burnout of civil servants has a negative correlation, there is a negative correlation relationship between the three dimensions of psychological contract and emotional exhaustion dimensions; there is a significantly negative correlation between the three dimensions of psychological contract and work attitude dimensions; there is a significant positive correlation between the three dimensions of psychological contract and fulfillment dimensions.3. In the inspection of regulation, we found that only culture, job category and unit area functioned in transaction between psychological contract and job burnout.
