Study On Countermeasures To Knowledge Transfer And Sharing Of Basic Government

So far, knowledge management has been applied to all fields of government management, which greatly changes the traditional operation mode of government management. Basic government is the organization which directly finds out public opinion and the livelihood of the people and reflects the real national conditions. The effective mode of basic government knowledge management is also an important subject which is urgently needed to solve. And the key to the effective implementation of basic government knowledge management is to realize the transfer and sharing of knowledge. In the reform of government aboard, there are some practices and experiences appearing the transfer and sharing of knowledge in internal and external basic unit government. Compared with foreign countries, domestic transfer and sharing of knowledge in basic government are totally different. Therefore, it has important theoretical and practical significance to strengthen study on sharing knowledge of Chinese basic government, effectively implement the basic government knowledge management to further improve the working efficiency and improve the public service level of basic government. This paper explores the existing problems in the transfer and sharing of knowledge in the basic government and discusses some countermeasures to solve the problems.First of all, this paper analyzes the concept, characteristics, functions of basic government through the related theory of basic government and it combines the transfer of knowledge and the significance of sharing of knowledge, which is conducive to improve increase work efficiency of the government and public service level, so transferring and sharing the basic government knowledge is imperative.Second, through the present situation of basic government knowledge transfer and sharing, this paper finds out many the problems and difficulties which can be summarized as follows:the organization concept problem, the organization mechanism problems, the organization culture problems and network technology problems. Only solve these problems can promote the implementation of knowledge transfer and sharing of basic government successfully.Finally, through learning the experience of basic government knowledge transfer and sharing from domestic and foreign experience, this paper provides the relevant countermeasures and suggestions from the perspective of knowledge management to solve the problems of transfer and sharing of the basic government knowledge according to the situation of our country.This paper studies the problems of transfer and sharing knowledge of basic government in order to promote pace of reforms of the basic government knowledge management. It uses transfer and sharing of knowledge to realize the transfer and share knowledge resources effectively for organization members and to improve public service level of basic government.
