In recent years, for the high speed development of Lincang, the city continues to expand the scale, and the population is increasing. A large number rise of population has led to problems between the masses which indirectly increase the number of proposals. In the CPPCC session, it is a very difficult problem to manage a large number of the proposal which put forward by members of the CPPCC. And it is a very complex process to handle a proposal. A proposal will be proposed to the meeting and discuss by the CPPCC members, then it will be delivered to the organizer and co-organizer to process. In order to solve this problem, we need to design a consistent with the actual situation of Lincang City CPPCC proposals management system.Lincang City CPPCC proposals management system is based on the actual situation of Lincang City CPPCC proposals management, at the same time, references to the current domestic and foreign similar proposals management system. In the end, we decide to use the JAVA programming language, B/S framework, SSH2 three framework and MVC development model to realize the system. What’s more, the database use SQL Server 2012.Lincang City CPPCC proposals management system mainly realizes the administrator management, contractor management business, assigned unit management, member of the CPPCC National Committee management. The administrator management module includes committee member management, proposal management, conference management, statistical center, system settings, successive archive and discuss center. Committee member management includes entry committee member, current committee member management and successive committee member management. The proposal management includes the total bill list management, pending review proposals, proposal to be assigned, proposal to be responded, the proposal to be evaluated, finished proposal, proposal to be re-do, not filed proposals. The conference management includes conference list management and conference adding. Statistical center includes committee member statistics, proposal statistics, the proposal directory management, proposal handle situation. The system set includes user management, sector management, contact management, data backup management. The successive archive includes secondary management, filing, the previous inspection. Discussion center includes add topics, topic list management, public opinion management. The contractor management includes the proposal management and discussion center management. Assigned unit management module achieves the statistics of the CPPCC proposals. CPPCC member management module achieves personal center management, personal proposal management, my meeting management and discussion central management.The use of Lincang City CPPCC proposals management system achieves a true sense of the paperless office work idea, at the same time speeds up the processing speed of the proposal, shorts the proposal processing cycle, makes the both realistic and beneficial proposal do better for people.
