With the transformation and reform of the social political and economic system of our country step by step, the original social structure is substantially changed, the inevitable contradictions and conflicts ensue. How petition system reform should be reformed in order to better adapt to the current complex political situation, national conditions, is an important problem that the party and the country facing now. After analysis, the main problem our petition system currently facing can be summarized as follows: First, the petition function overloading, unequal rights and responsibilities, resulting in the petition overburdened and unable to solve the problem; Secondly, the petition system in contradiction with the judicial authority, the petition intervention seriously affected the judicial authority, and not conducive to the petition of the rule of law reform; Finally, the petition work program termination function is not strong, resulting in persistently high number of letters, letters always operated under high pressure.In this context, this paper will explore the focus on the government petition system. starting from the operating mechanism of the petition system, functions and theoretical basis, to identify the characteristics and problems of the government’s petition system. Under the existing legal systems combine the actual situation of the petition system, describes the operating mechanism of the petition system, the intrinsic link between function, analyze the reasons for the petition system in crisis, from the perspective of national governance reform petition system into society under the strategic framework for reform, proposed the idea of reform and improvement of the petition system.
