Theory And Practice Of Zhou En-lai’s Democratic Consultation

In recent years, Deliberative Democracy Theory was introduced into China, causing a great deal of interest of Chinese scholars. They began to compare China’s political consultation, which has long existed before, with West Deliberative Democracy, and even some Western scholars of deliberative democracy is equivalent to China’s political consultation, it caused the concept of abuse. With the diversification of the economic interests of our country and people’s awareness of democratic participation, as well as the voice of the people’s democratic political construction of higher and higher, deliberative democracy theory was paid much more attention by so many people. Eighteen proposed negotiation theory of socialism and stressed the need to improve the socialist theory of deliberative democracy. In order to avoid misuse of the concept of deliberative democracy and mix, this paper starts from the roots of socialism Deliberative Democracy Deliberative Democracy to Socialism. Thought and Practice of the Democratic Socialist consultation in China for a long time, but the history of the Chinese people used to be called democratic consultation instead of Deliberative Democracy. The idea and practice can be traced back at the beginning of the First Cooperation founding period, then this idea and practice with the growth of the Communist Party, formed gradually develop and mature, and made outstanding contributions to this idea of Zhou Enlai. He can be said to be the founder of this idea, but also practitioners of this idea.
