The world generally has acknowledged many achievements of since reform and opening of China. Meanwhile, political development and democratic political construction of China has gradually matured and the china model has become a worldwide topic. China’s reform and opening up 30 years, despite the persistence of corruption, but it does not deny that China has always attached great importance to and continue to progress of the construction of a clean and honest administration made immortal achievements, more cannot be denied the brilliant achievements made in China’s economic and social development. The 18 th National Congress of the Communist Party of China President Hu Jintao has put forward a new target of anti-corruption construction: building clean governments. This indicates that anti-corruption of China entered into a new field of innovation as the core system. Firstly, the concept of clean government is described from its definition, features and content. Secondly, combined with the West’s theory, clean government is very importance for all the people and does well on corruption, which is required by the people. The problems that the government faces were analyzed and what was the main reason that caused the corruption during the social transition periods. Lastly, the pathways on establishing the clean government were explored, including five kinds methods to build the clean government during the social transition periods. The analytical result showed that based on the multi-path of the party, values, system, social regulation, judiciary, society, culture and science technology, the government transforms its function and becomes more clean and high-efficient in the future.
