Auxiliary:Volunteer Service In The Political And Social Relations Research

Along with the rapid development of economy, the traditional system of social management in our country can not adapt to the needs of the social economy,the party and the government has carried on the reform of social management system. In the advancing of the reform,our social structure have also been changed,some of government’s duties have gradually shifted to the society, social organization play an important role in the changes of the social structure and undertaking part of the government’s duties,especially in building a harmonious society.the party and the government attaches great importance to the cultivation and development of social organizations.The party and the government policy has indicated the direction for the reform of our government and social organization relationship.The differentiation and reorganization of the government functions provides a good opportunity for the development of social welfare organizations,but the traditional administrative system in China, legitimacy and the relations between government and social welfare organizations hindered the development of social welfare organizations. So how the government handles the relations with social welfare organizations to meet the needs of the society and promote the development of social welfare organizations is urgent and important.In this paper,the author selects a study based on " NineNine Network " Volunteers Association of Hai Shu District in Ningbo City.According to it, to explore the relationship between the government and social organizations and to know how government promotes the growth of social welfare organizations, thereby extending a new principle between government and social welfare organizations.That is to say,the combination of government support principle and society limited autonomy principle.In order to more clearly explore issues,this paper firstly introduces the origin of the selected topic and research significance,the subjects related to the research review,the research methods,the research ideas,the basic theory and basic concepts.On this basis,author has discussed the role of government in public service organizations.Social welfare organizations are facing the lack of legitimacy,funding and resources,qualified personnel, internal scientific management etc.To solve these problems and promote the development of social welfare organizations, the government insists on the basis of the principle of auxiliary by buying public services to support the social welfare organizations,Through introducing the produce and development of the "NineNine Network" Volunteer Association of Hai Shu District in Ningbo City in detail,author discovers that the "NineNine Network" Volunteer Association is produced with the support of the government,the guidance of social worker and the participate of residents.Finally,it draws the conclusion of the article, auxiliary principle can be used in between government and society completely,because in China’s public welfare,the government and society have a consistent goal,and the government is more active.The social organizations that is supported by government are a partner with government.So in the process of social organization’s growth and development,the government should change the thinking of social organization and management and have a clear positioning for their own characters.social organization itself should constantly improve their ability.These offer conditions to use the auxiliary principle in our country for the government in dealing with social relationship,leading to promote the autonomy of social public welfare organizations.
