The Cooperation Mechanism Of Government And NGOs In Natural Disaster Governance

Natural disasters always accompanied with the progress of human civilization. After the fanatical pursuit of economic growth, the contradiction between man and nature is more intense. Human production and life is threatened by frequent natural disasters.18th CPC National Congress proposes that general harmony between man and nature is the basic goal of society, but this process is bound to be difficult and lengthy. How to conduct effective prevention,how to achieve the most effective relief, how to restore normal production and living conditions in the shortest period of time:these plagued mankind and still has not been effectively solved.In the practice of long-term fighting with natural disasters, humans build different relief mode.And multi-center governance theory, network theory of governance, the rise of NGOs provides a new idea to natural disaster management.With the advent of civil society, NGOs play an increasingly important role in social life, natural disaster management is no exception. Governments,NGOs, market agents, the public and other multiple agents collaborative governance has become inevitable, polycentric governance and resource interdependence theory has explained the possibility of cooperation between the Government and NGOs, what is more, the difficulties faced by the organizations themselvs also need to overcomed by cooperation.Currently,the government and other agents in natural disaster governmence began to show a vague network management trends, such a mechanism is different from the traditional modewhich is portrait or administrative. Natural Disaster Management Network is open as a full sharing network of resources and information,and can dynamically restructure, which maximize the effectiveness of the interaction on the platform of the network.This paper studyed government and NGO networks operating mechanism in natural disaster management. first analysis the NGOs, content and features of network management, and demonstrate the theoretical basis and practical basis for network management in natural disasters management. interpret the superiority of network managment, and then analysis the prototype of the government and non-governmental organizations in Wenchuan Earthquake, identify the problems and shortcomings at present, to find out reasons and try to put forward the framework of network management for government and NGO cooperation in specific operations, and propose targeted policy recommendations.In this paper,the author improve the mechanisms for network management in natural disasters governmence through literature review, analysis of typical cases and other methods, and enriches the theory of natural crisis management, which has great theoretical and practical significance for the management of natural disasters.
