Study On Type Of Corporate Responsibility In Implementation Of Circular Economy Promotion Law

In twentieth Century, as the industrial revolution begins extensively, human society has been greatly developed with rapid economic and social wealth growth. But at the same time, a series of serious environmental and resource problems followed. In nineteen sixties, American economist Boulding put forward the famous "spaceship" theory, when the idea of circulation economy began to sprout. At the end of nineteen nineties, our country introduced the concept of circular economy from Germany, to establish "3R" principle in the center position, and started China’s circular economy development mode of practice and exploration. After decades of theoretical research and practice, China’s first formal sense special legal "Recycling Economy Promotion Law" was promulgated in 2008.The promulgation of "Circular Economy Promotion Law" has an important role in the promotion and protection for the development of recycle economy in China. Since the law carried out, experimental work has been carried out successfully. However, many difficulties were faced in the process of implementation of "Circular Economy Promotion Law", such as the related laws and regulations are not perfect, the strength of government executing the law is insufficient, the enterprise’s low initiative, public’s positively participation and so on. These factors restricted the effective implementation of "Circular Economy Promotion Law", among which the enterprise which is the main body of implementation occupies a key status to the development of circular economy. The main task of this essay is to study different types of responsibility for the enterprises in the implementation of "Circular Economy Promotion Law".Germany and Japan is the earliest and most perfect state in the world to develop circular economy, of which the circular economy legislation and the practice of enterprises are very developed. Many experiences in the process of developing cycle economy worth our learning and reference. The responsibilities of enterprises developing circular economy were analyzed of in this paper. Oil is currently one of the essential energy to develop the world economy, while pollution of petroleum industry is also one of the most severe kinds of industries. So it is of great significance for the oil enterprises to apply "Circular Economy Promotion Law" Taking petroleum mining enterprises of heavy pollution for example, responsibility for oil companies in the process of the was discussed, and defects were found out for our country in implementation of the "Circulation Economy Promotion Law", compared with Germany and Japan. Proposals were put forward through the analysis of responsibilities of China’s enterprises in the implementation of "Circular Economy Promotion Law ", to get the expected results and make it better in the circular economy development of our country.
