Thinking About Building Of Evaluation System Of County-level Government Public Policy

To ensure the scientific development of economy and community, we must ensure the science-orientation and rationality of public policy. Evaluation of public policy, as a politic behavior to judge and evaluate the effectiveness, efficiency and value of the public policy in a comprehensive manner, is an important part of the running process of policy. Through policy evaluation, we can not only determine whether the policy is scientific and reasonable, whether is there any side effects, and also determine whether the policy shall be continued, changed or ended through the above evaluation Therefore, the scientific evaluation of public policy is not only an essential part of the decision-making process, but also an important method for comprehensive evaluation and review of public policy, an important guarantee for improving the effectiveness and reasonability of government decision.Currently, there is a clear gap between China and foreign government in respects of policy evaluation from theory to practice. The government policy evaluation at county-level has not been fully carried out. There are still many problems existing in subject, goal, methods, criteria, information support and status of policy evaluation, which not only restricts the building of county level public policy evaluation system, but also restrict the development of national public policy evaluation system.To strengthen public policy evaluation system of China county-level government, we can learn from practices and experiences of public decision-making in the history of China. But More important,we should learn from the successful experience of developed countries, make analysis on the causes behind their success, and combine them with China’s national conditions, so as to establish our own mode of public policy evaluation.To strengthen public policy evaluation system of county-level government, we must spare no efforts in reinforcing the five foundations, i.e. concept support, organizational support, information support, theory support and system support, and firmly grasp the five elements, i.e. subject, goal, form, criteria, method, so as to put forward a specific approach suitable for China’s national conditions and characteristics:To achieve subject diversification by establishing different levels of public policy evaluation subjects; To clarify the goals by making a clear evaluation goal of various stage; To achieve form diversification by exploring different policy evaluation forms; To take appropriate evaluation criteria and follow scientific standards; To take a scientific evaluation method to ensure effective evaluation. And thus establish our public policy evaluation system.
