The Central Soviet Area’s Experience And Enlightenment Of Combating Corruption And Building A Clean Government

The CPC had held the Third Plenary Session of the 18 th CPC Central Committee, focusing on building clean government and working style of Communist Party of China. As the key work of building clean government, Anti-corruption has become a decisive factor of building clean government of CPC. In the history of the development of CPC’s organizations, CPC’s organizations have repeatedly successfully carried out anti-corruption activities and have accumulated lots of successful experience, but also cultivated a solid tradition. Recalling the process of CPC’s development, anti-corruption work has become an indispensable and important content of CPC’s building work from the beginning of the Central Soviet area. Today, the situation has not changed. But because of the change of social and economic development level and the difference of social environment, this anti-corruption work is different from the anti-corruption work in the Central Soviet area period. However, despite the form and content of work has changed, the spirit of anti-corruption work can not be lost; the advanced experience of anti-corruption work in Soviet area period can still provide positive help and enlightenment on the current period’s anti-corruption work.This paper is divided into six chapters. The first chapter is an introduction and theoretical research on the Central Soviet area’s anti- corruption in recent years. The study first describes the background and significance of this topic, then introduces the research ideas and research methods and explains the definition of “anti-corruption of the Central Soviet area” and the conceptual definition of other terms from the spirit of “the Central Soviet area” and “Soviet area spirit”. The second chapter is the systematic research on the general situation of the Central Soviet area’s anti-corruption work, which includes the research on the urgency of the Central Soviet area’s anti-corruption work, the research on major measures of the Central Soviet area’s anti-corruption work, the research on guiding principles of the Central Soviet area’s anti-corruption work. The third chapter is the detail studies and intensive research on the effectiveness and deficiencies summary of the Central Soviet area period’s anti-corruption work. The fourth chapter introduces the experience of the Central Soviet area’s anti-corruption work mainly from the positive aspects. The fifth chapter is the research implications of the Central Soviet area’s anti-corruption work for the current work, which put forward recommendation on anti-corruption work of current period mainly from four aspects as follows. The ideological and political education is the foundation of the anti-corruption work; the system construction is the powerful guarantee of anti-corruption work; effective supervision is a key link in the process of anti-corruption work; leadership model is the important condition of anti-corruption work. The sixth chapter is the research summary mainly including research conclusion, analysis on research insignificance and prospects for future research.
